You can potentially find that type of server in community game lobbies or, even better, make one of your own.

Community servers have been part of Counter-Strike for over ten years, as far back as the Counter-Strike 1.1 days. Needless to say, community servers are an integral part of what makes Counter-Strike an enjoyable sandbox experience.

The State Of Community Servers Throughout CS2
